Create a menu:

The default menus are usually the Main menu, the Top menu, the User menu, but you can create as many menus as you like and add a hidden menu as well. To create a new type of menu and to place it on the position you want it, go to “Extensions” –-> “Module manager” –-> "New" and select the “menu” module, which displays menus.
